The application documents vary depending on whether the foreign media organization that employs the applicant has a document proving that it employs a staff member who has been issued a foreign journalist registration certificate by the Foreign Ministry press officer.

Can I submit a copy of my Certificate of Eligibility instead of the original when applying for a visa?

It is now possible to receive the Certificate of Eligibility via email and use the email as proof when applying for entry. For visa applications, you can either present the email or submit a printed copy. Additionally, if you have a physical Certificate of Eligibility, you can also submit a photocopy for entry and visa applications starting from March 17th.

Why was my visa application denied even though I have been issued a Certificate of Eligibility?

The Certificate of Eligibility does not guarantee the issuance of a visa. The Certificate is intended to expedite and streamline the immigration inspection process by certifying that the activities the foreign national intends to engage in upon entry to Japan are genuine and meet the conditions for landing (entry) under the Immigration Control and Refugee Recognition Act, including eligibility for one of the residence statuses. Therefore, even if a Certificate of Eligibility has been issued, if it is discovered during the visa examination process that the applicant does not meet the basic criteria for visa issuance, the visa may be denied.
